Juan Segarra is an accomplished construction executive, entrepreneur, investor, and purpose-driven leader.
Originally from Puerto Rico, Segarra grew up in Tampa, Fla. before ultimately moving to Gainesville to pursue a Business degree at the University of Florida. After graduation, he worked for several reputable Central Florida-based commercial and residential construction firms, in a variety of roles, learning the business of construction from the ground up. In 2008, he founded Foresight Construction Group and has since grown it into a multimillion-dollar organization with reach throughout the Southeast United States and Caribbean.
Segarra’s project experience includes education, military, government, healthcare and transportation projects for some of Florida’s leading organizations – including the University of Florida, United States Army Corps of Engineers Southeast, Moffitt Cancer Center, and Tampa International Airport.
Segarra believes in leading the organization through clarity of purpose and a set of well-defined core values that all team members share. He is passionate about building people, families and strengthening communities. His philanthropic efforts are focused on children and family services, education, humanitarian relief and ministry-related causes. Segarra has personally been recognized by Engineering News-Record as one of the Southeast’s Top Young Professionals for his contributions to the construction industry as well as to the local communities Foresight serves.
Segarra is an active member of the Builders Association of North Central Florida (BANCF); Urban Land Institute North Florida chapter (ULI); Greater Gainesville Chamber of Commerce; Leadership Gainesville Alumni; and the Young President’s Organization (YPO). He is a certified General Contractor (#1520606) and REALTOR®. He currently resides in Gainesville with his family.
Cesar Barroso provides leadership and management of the firm’s Finance, Human Resources, and Information Technology departments, serving all offices. His expertise is in strategic planning, risk management, forecasting and modeling for healthy and sustainable growth within its active markets. He also oversees the firm’s business continuity planning to ensure that business operations can proceed in times of emergency with minimum downtime. He manages the day-to-day overall business operations of the firm.
Barroso is deeply committed to the processes and internal function of the company – both from a financial and employee development standpoint. Although his primary role lies with finance, he guides the internal role of Human Resources as well. Responsible for both managing and creating efficient systems, Barroso is well-accustomed to the need to be responsive in a deadline-driven industry.
Coming from a background in IT, Barroso also manages office and field technical set ups and needs. Keeping us on the forefront of technology, he has become proficient at developing processes that ensure smooth operations of the company and continual, consistent growth.
Barroso is a graduate of the University of Florida with a degree in Finance from Warrington College of Business. He is based from the Gainesville headquarters and has been a member of Foresight’s executive team since 2010.
With over 40 years of experience, Marc is a proven leader in large-scale commercial construction. He oversees all field operations, combining strategic planning, operational expertise, and our safety program to deliver successful outcomes. Marc operates out of our Tampa office.
Jennifer Nash started with Foresight Construction Group in the marketing department before transitioning to the Head of People role in 2024. With a degree in Tourism, Events, and Recreation Management from the University of Florida, she brings a passion for hospitality and personal development to her role. Before Foresight, Jennifer had the opportunity to work with various organizations including Leadercast Gainesville, Gainesville Health & Fitness Center, and Elevation Church, assisting in executing strategic marketing initiatives and community-wide events.
To answer the ever-present question of “What does a Head of People do?!”, Jennifer is responsible for recruiting and talent management, employee relations, internal communications, and training and development – or, as she calls it, “all the fun stuff.” Her leadership style is people-first, focusing on vision, engagement, and authenticity. She loves to infuse fun and creativity into events and initiatives and considers it a great honor to champion this charge.
Outside of work, Jennifer enjoys music, acting, and traveling, with a particular love for coastal regions. Australia and Iceland are at the top of her travel bucket list.
Ryan Plankenhorn plays a key role in strategic planning, helping ownership and management expand into more diverse markets. With a strong background in estimating and preconstruction, he builds and leads high-performing teams through multiple bidding seasons. Ryan is known for fostering successful relationships with clients and designers, ensuring projects move efficiently from design to construction. His early collaboration with operations helps mitigate risk and create alignment, driving seamless project execution.
Kevin Shields serves as Vice President for the Jacksonville Market at Foresight Construction Group, where he leads and oversees business development, operations, strategic planning, personnel management, risk mitigation, community engagement, and all phases of pre-construction and construction within the region.
Originally from Ohio, Kevin developed a strong interest in how things work from an early age—an interest that naturally evolved into a passion for the built environment. After relocating to Jacksonville with his wife, he earned a B.S. in Building Construction Management from the University of North Florida, graduating summa cum laude and receiving the Industry Leader Award for his class.
Kevin brings both technical expertise and a relationship-centered leadership style to his work. He is an active member of several professional and community organizations, including the Associated Builders & Contractors (ABC) – Florida First Coast Chapter, Urban Land Institute (ULI) – North Florida Chapter, Florida Healthcare Engineering Association (FHEA) – District II, American Society for Health Care Engineering (ASHE), and First Coast Manufacturers Association (FCMA). He also serves on the board of Charis Eating Disorder Care, a local nonprofit dedicated to community support and outreach.
Outside of the office, Kevin enjoys fishing, camping, and model railroading, and treasures time spent with his wife and their four children near Jacksonville’s sunny coast. He is guided by a strong belief in the power of meaningful relationships and professional integrity to drive impactful, lasting results.
Born and raised in Gainesville, FL, Hillary brings a deep understanding of the local market and a passion for strategic communication to Foresight Construction. A proud graduate of the University of Florida, she holds a Bachelor of Science in Sports Management with a minor in Business Administration.
With 14 years of experience in the energy industry, Hillary transitioned to the construction sector to lead Foresight’s marketing and communications efforts. As a multi-channel marketing professional, she specializes in digital marketing, sponsorships, B2B marketing, photography, and event management. Her expertise is reinforced by her Certified Meeting Professional (CMP) designation and a Digital Marketing Certification from the University of South Florida.
Under Hillary’s leadership, Foresight Construction continues to strengthen its brand, expand its industry presence, and build meaningful relationships within the community.
Rob West is Foresight’s Operations Manager for the Jacksonville office. He is responsible for expanding client relationships, improving operational procedures and bringing top flight talent to the organization. Beyond managing and directing workflow, overseeing quality control and safety conformance, West implements a passionate approach to construction, which he attributes to helping his dad build things as a child.
Since joining Foresight in 2018, West has contributed greatly to the success of his team and clients through leadership and mentoring. Throughout his 25-year career, he has served several different industries including Federal Government (Department of Defense), commercial, education and healthcare. West is also a proponent of life-long learning. He holds a Business Management Certificate from Sears University, a Refrigerant Certification from ESCO Institute and has completed social science and psychology coursework at Rogue Community College.
Tony Williams is Foresight’s Operations Manager, overseeing project execution, team performance, and operational efficiencies across the organization. With 11 years of industry experience, including 8 years at Foresight, Tony plays a key role in managing budgets, schedules, trade partner coordination, risk management, and overall project quality. His leadership ensures that projects are delivered safely, on time, and to the highest standards. Tony operates out of our Tampa office.
A graduate of the University of North Florida with a B.S. in Building Construction Management, Tony holds multiple industry certifications, including OSHA 30-Hour, U.S. Army Corps of Engineers Construction Quality Management, LEED Green Associate, and CPR/AED/First Aid Training. His expertise in sustainable building practices allows him to integrate LEED principles into any project, even those not pursuing formal certification.
Tony is passionate about fostering a culture of excellence at Foresight, mentoring teams, and driving operational improvements that enhance client satisfaction and project success.
