Juan Segarra is an accomplished construction executive, entrepreneur, investor, and purpose-driven leader.
Originally from Puerto Rico, Segarra grew up in Tampa, Fla. before ultimately moving to Gainesville to pursue a Business degree at the University of Florida. After graduation, he worked for several reputable Central Florida-based commercial and residential construction firms, in a variety of roles, learning the business of construction from the ground up. In 2008, he founded Foresight Construction Group and has since grown it into a multimillion-dollar organization with reach throughout the Southeast United States and Caribbean.
Segarra’s project experience includes education, military, government, healthcare and transportation projects for some of Florida’s leading organizations – including the University of Florida, United States Army Corps of Engineers Southeast, Moffitt Cancer Center, and Tampa International Airport.
Segarra believes in leading the organization through clarity of purpose and a set of well-defined core values that all team members share. He is passionate about building people, families and strengthening communities. His philanthropic efforts are focused on children and family services, education, humanitarian relief and ministry-related causes. Segarra has personally been recognized by Engineering News-Record as one of the Southeast’s Top Young Professionals for his contributions to the construction industry as well as to the local communities Foresight serves.
Segarra is an active member of the Builders Association of North Central Florida (BANCF); Urban Land Institute North Florida chapter (ULI); Greater Gainesville Chamber of Commerce; Leadership Gainesville Alumni; and the Young President’s Organization (YPO). He is a certified General Contractor (#1520606) and REALTOR®. He currently resides in Gainesville with his family.
Cesar Barroso provides leadership and management of the firm’s Finance, Human Resources, and Information Technology departments, serving all offices. His expertise is in strategic planning, risk management, forecasting and modeling for healthy and sustainable growth within its active markets. He also oversees the firm’s business continuity planning to ensure that business operations can proceed in times of emergency with minimum downtime. He manages the day-to-day overall business operations of the firm.
Barroso is deeply committed to the processes and internal function of the company – both from a financial and employee development standpoint. Although his primary role lies with finance, he guides the internal role of Human Resources as well. Responsible for both managing and creating efficient systems, Barroso is well-accustomed to the need to be responsive in a deadline-driven industry.
Coming from a background in IT, Barroso also manages office and field technical set ups and needs. Keeping us on the forefront of technology, he has become proficient at developing processes that ensure smooth operations of the company and continual, consistent growth.
Barroso is a graduate of the University of Florida with a degree in Finance from Warrington College of Business. He is based from the Gainesville headquarters and has been a member of Foresight’s executive team since 2010.
Kevin Shields currently serves as Vice President for the Jacksonville Market. His responsibilities include leading and providing oversight for business development, operations, strategic planning, personnel, risk management, community engagement, pre-construction, and construction activities for the Jacksonville division.
As a child in Ohio, he always enjoyed building things – tinker toys, link-n-logs, and legos sparked a lifelong passion. His fascination grew into disassembling radios, tools, and motors and would eventually lead him to study at Virginia Tech, which is where he met his wife. They moved to Jacksonville, Florida and raised their four beautiful children near the sunny beaches. He went on to graduate with a B.S. in Building Construction Management from the University of North Florida where he earned the Industry Leader award for his graduating class. Now, you’ll find Kevin enjoying fishing, swimming, and model railroading.
Meaningful relationships and professional excellence are central values to Kevin. His involvement in community and industry organizations are evidence of that. He’s an active member of the Associated Builders & Contractors (ABC) – Florida First Coast Chapter; Urban Land Institute (ULI) North Florida Chapter; Florida Healthcare Engineering Association (FHEA) – District II; American Society for Health Care Engineering (ASHE); First Coast Manufacturers Association (FCMA); and is a board member of a local Non-profit – Bring Your Brokenness, Inc.
Matt Searles, our Operations Manager for the Central/West Florida market, has been a pivotal figure at Foresight since 2013. With a bachelor’s degree in building construction management from the University of North Florida, Matt dove into the construction industry in 1998, honing a plethora of skills and showcasing his mettle in varied roles from estimating to project management to field operations.
Since becoming a part of the Foresight team, Matt has played an instrumental role in over $200M worth of work. His strategic mindset, operational prowess, and unparalleled problem-solving skills have not only solidified his standing in the industry but have also been critical in amplifying Foresight’s prestige in the construction sector. Everyone who knows Matt admires his thoroughness and innate ability to connect with people, reinforcing the fact that he’s not just a brilliant professional, but also an exceptional individual.
Beyond his individual contributions, Matt is deeply invested in nurturing the next generation. He takes immense pride in training younger team members, dedicating himself wholeheartedly to their growth and ensuring that Foresight’s legacy of excellence continues. A natural people person, Matt is loved and respected by everyone who knows him, fostering a collaborative and productive environment in the office.
Aside from his busy professional life, Matt cherishes his moments of leisure. A former surfer, he has a deep love for the beach and enjoys spending his free time there with his family.
Rob West is Foresight’s Operations Manager for the Jacksonville office. He is responsible for expanding client relationships, improving operational procedures and bringing top flight talent to the organization. Beyond managing and directing workflow, overseeing quality control and safety conformance, West implements a passionate approach to construction, which he attributes to helping his dad build things as a child.
Since joining Foresight in 2018, West has contributed greatly to the success of his team and clients through leadership and mentoring. Throughout his 25-year career, he has served several different industries including Federal Government (Department of Defense), commercial, education and healthcare. West is also a proponent of life-long learning. He holds a Business Management Certificate from Sears University, a Refrigerant Certification from ESCO Institute and has completed social science and psychology coursework at Rogue Community College.
Scott Gattshall serves as Foresight’s Field Operations Manager for the West/Central Florida market. He prides himself in fostering an environment geared toward the success of his team and his clients. Going above and beyond to take care of their needs and simplifying a sometimes complex building process delights clients and gives them peace of mind. It’s an approach Gattshall brought to Foresight when he began working with the company in 2018.
Throughout his 25-year career, he has worked in every aspect of the industry; running large projects in education, institutional, medical, and the private sector as a Superintendent and Project Manager. Prior to joining Foresight, Gattshall was the Facilities Director for 8 years with a school district in the Gainesville area. As private section construction began heating up, he looked for a firm positioned to grow.
Gattshall is a veteran who proudly served in the United States Navy as a rescue swimmer aboard the USS American. After completing his military service, he attended the University of Florida and graduated with honors from the prestigious M.E. Rinker School of Building Construction.
For the past 37 years, Gattshall has called Gainesville home. He loves its college town atmosphere and lack of traffic jams. In his spare time, he enjoys golfing and riding motocross with his son. To him, any day spent outdoors in nature is a good day.
