The Fleet Readiness Center Southeast (FRCSE) is located at Naval Air Station Jacksonville, Florida. Established in 1940, the facilities at FRCSE have turned out almost every type of Navy aircraft – fighter and attack planes, patrol, antisubmarine, reconnaissance, transport, trainer, special configuration and helicopters. The overall workload for FRCSE has expanded to include the rework of engines, components, and ground support equipment, plus other support functions vital and mission critical to the Fleet.

Foresight Construction Group was tasked with the design-build renovation of the Multispectral Targeting System workspace at Building 101U of the FRCSE. The project consisted of converting approximately 16,500 square feet of existing avionics workshop space into specialized avionics testing repair workspace for the Multispectral Targeting System, a multi-use infrared, EO, and laser detecting-ranging-tracking set. The renovation included first and second floor shop spaces, removal of existing active electrical bus duct on the first and second floor and associated re-circuiting. Finished areas consisted of test repair shop areas, administrative office and conference room space. Foresight’s scopes of work included architectural, fire protection, electrical, heating ventilation and air conditioning (HVAC), security system, information technology (IT) and telecommunication design and construction, as well as the abatement of lead-based paint and asbestos-containing materials.

The adjoining shops within Building 101U remained in operation during the entire construction period, so construction activities were carefully coordinated to minimize interference. Due to the sensitive nature of FRCSE activities, heightened security measures were also enforced and upheld by Foresight and our trade partners.
